Julio Espinoza

Throughout my career, I have been deeply involved in both the financial sector (since 1994) and academia (since 1995).
​​
In the financial industry—particularly in capital markets—I have held senior leadership roles in several of Central America’s largest brokerage firms. I served as General Manager of INS Valores and Popular Valores, and was Chairman of the Board at BCR Valores.
​
In the banking sector, I worked as an advisor to the General Management of Banco Popular y de Desarrollo Comunal and served on the Board of Directors of Banco de Costa Rica.
​
I have been part of executive teams in multiple financial institutions and have also worked as an independent consultant. My experience includes serving on specialized committees such as Investments, Treasury, Asset and Liability Management (ALM), Audit, and Trusts, among others.
​
My background also includes significant involvement in the real estate sector, having structured real estate investment funds at Popular Fondos de Inversión and later developed similar instruments in the private sector. This work often included designing financing mechanisms for real estate development projects.
​
As a consultant, I have advised international organizations such as the World Bank, Inter-American Development Bank (IDB), Pan American Health Organization (PAHO), and the United Nations Development Programme (UNDP). In recent years, I have focused on projects related to green taxation, thematic bonds (green, blue, and social), and broader environmental finance topics.
​
In academia, I have taught at the National University of Costa Rica in the areas of finance and macroeconomics. My courses have included International Finance, Financial Markets, Banking and Capital Markets, Macroeconomics, Economic Policy, and Public Finance.
​
As a researcher, I have contributed to projects focused on fiscal policy, capital markets, short-term macroeconomic and social outlooks, and productive linkages across sectors.
​
I served as Director of Public Credit at the Ministry of Finance, where I was responsible for overseeing public sector debt, monitoring public investment programs, and participating in the government bond auction process, among other responsibilities.
​Finally, I find great joy in the company of my dogs and the trips we share. I cherish the peace of my home in the mountains of Heredia, yet a visit to the beach always refreshes my soul.
